In continuation of my Circular despatches of the 15th

February, 1st May and 2nd September, 1899, and the 30th October

and 29th November, 1900, I have the honour to inform you that

arrangements have been made for the introduction at the British

Postal Agencies in China of the Imperial Penny Postage scheme

from the 15th February last.
